NCH Mission

Our mission is to restore hope and improve quality of life by providing affordable housing paired with meaningful support services. We are committed to building more than homes—we create opportunity, foster dignity, and nurture communities where individuals and families can heal, grow, and thrive.

We believe housing is the foundation, but the work does not end at the front door. Stability requires connection, coordination, resources, and trusted support systems that help people remain housed and move forward.

Through NCH, Mitchell LeGasi Group strengthens the connection between affordable housing development, research, service coordination, case management support, and community-based care.

Supportive and Housing Services

Supporting Housing Stability Through Service Coordination.

Neighborhood Community Housing Corp. is a qualified contractor under an executed Los Angeles County Department of Health Services Master Agreement for Supportive and/or Housing Services. Through County-authorized work, NCH supports service delivery efforts connected to housing stability, resource coordination, case management support, and supportive housing programs.

Specific service obligations are authorized through executed Work Orders. This public-facing site does not imply endorsement by Los Angeles County, and no County logo or seal is used.

Jeffrey Matthew Mitchell

President & Chief Executive Officer

Jeffrey Matthew Mitchell is the President and Chief Executive Officer of Mitchell LeGasi Group. He brings more than 13 years of experience in property operations, asset management, and housing development to the company’s work. His operational perspective helps guide housing projects from early planning through long-term stewardship, with a focus on stable, dignified communities that serve people well. Jeffrey earned an Associate of Arts degree and attended California State University, Los Angeles, where he pursued pre-legal studies.

Amethyst Legree

Executive Director, Neighborhood Community Housing Corp.

Amethyst Legree serves as Executive Director of Neighborhood Community Housing Corp., part of the Mitchell LeGasi Group ecosystem. She brings a community-centered perspective shaped by education, entrepreneurship, instruction, and volunteer service. Amethyst earned a Bachelor of Fine Arts from the American Musical and Dramatic Academy. She is a licensed esthetician with 12 years of experience, operates her own skincare studio, and serves as an esthetics instructor at Coba Academy in Anaheim, California. She remains actively involved in her community through volunteer work with local organizations, including the NAACP of Orange County and 100 Black Women of Orange County.

Jolana Ford

Director of Services, Neighborhood Community Housing Corp.

Jolana Ford serves as Director of Services for Neighborhood Community Housing Corp., supporting service coordination and housing-stability work within the Mitchell LeGasi Group ecosystem. She brings eight years of services experience and a strong academic foundation in family systems, child psychology, social work, and justice administration. Her background includes graduate study in Marriage and Family Therapy, an MSc in Applied Child Psychology from Nottingham Trent University, a B.A. in Social Work with a Sociology option from Long Island University, and an A.A. in Administration of Justice. Her work centers on compassionate, practical support that helps individuals and families stabilize, heal, and move forward.

Jzvantie Williams

Senior Project Manager

Jzvantie Williams is a member of the Development Team at Mitchell LeGasi Group. She holds a Bachelor of Science in Business from the University of Texas and brings 15 years of experience across property operations, LIHTC communities, HOA operations, and project management. Her experience brings an informed, practical perspective to the planning and delivery of housing communities.

Chidi Olunkwa

Project Manager

Chidi Olunkwa brings a rare combination of operational discipline and people-first service to community housing. With experience in property operations and a passion for serving people well, Chidi supports Mitchell LeGasi Group’s development work with a practical understanding of how housing, service, and stability intersect. He has spent years walking alongside individuals and families through difficult seasons—experience that aligns directly with the company’s mission to pair quality housing with compassionate, human-centered support.
